💵 Set the threshold before the job

Define the site manager's micro-approval limit in writing (e.g. TODO(confirm): under 2 hrs labour / under $X materials). Below it, the site manager acts and documents. Above it, the owner approves before work proceeds. Extras are never a surprise on the invoice.

3 Safety Authority Is Non-Negotiable

🛑 Every worker can stop unsafe work — WorkSafeBC OHSR s. 3.12

Any crew member who believes a task is an undue hazard must refuse and notify the site manager immediately. The site manager investigates and remedies, or documents the disagreement in writing. No retaliation. This authority cannot be reduced by any SOP.

Safety stops flow in every direction. Field employees do not need permission to refuse unsafe work — say so out loud on every onboarding.

4 Liability & Prime-Contractor Notes

"Inspect for compliance," not "supervise means & methods." If the owner directs how work is done (vs. inspecting the result), the owner shares liability for defects. SOPs and contracts use compliance-inspection language.
Prime Contractor (BC). On any multi-employer site (two+ employers' workers present at once), a designated Prime Contractor coordinates all OHS activity; absent a written agreement, the owner is Prime by default (WCA s.118–120). Confirm who is Prime per site.
Competence-based delegation. New employees start at task-level ownership; experienced ones can lead a sub-scope with oversight. Document who is delegated what.
