Role Definitions & Authority

Who decides what โ€” for a 5-person crew. Clear authority before the shift starts means the site manager never waits on the owner for routine calls, and safety stops never wait for permission.

2 Authority Matrix

A = Accountable (one person, final say) ยท R = Responsible (does it) ยท C = Consulted ยท I = Informed. One Accountable per row โ€” never a group.

๐Ÿ’ต Set the threshold before the job
Define the site manager's micro-approval limit in writing (e.g. TODO(confirm): under 2 hrs labour / under $X materials). Below it, the site manager acts and documents. Above it, the owner approves before work proceeds. Extras are never a surprise on the invoice.

3 Safety Authority Is Non-Negotiable

๐Ÿ›‘ Every worker can stop unsafe work โ€” WorkSafeBC OHSR s. 3.12
Any crew member who believes a task is an undue hazard must refuse and notify the site manager immediately. The site manager investigates and remedies, or documents the disagreement in writing. No retaliation. This authority cannot be reduced by any SOP.

Safety stops flow in every direction. Field employees do not need permission to refuse unsafe work โ€” say so out loud on every onboarding.
